what is do-follow no-follow ??

I have question on this. and what should i make my blog/forum do-follow or no-follow for good PR.

You should enable do follow if you have links on your site and if you want them crawled.IF you want to disappoint spammers and abusers you can disable it

one of my my friend in messenge told me that if do follow is enable it will effect pagerank too ( page rank won't increase fast etc) . is it true ?

After reasearching here and in other web site here are the Pros & cons of Dofollow ,
Pros,
> In-courage comment
> Giving a backlink will encourage will them to give comments
> It will give you some traffic as dofollow blog are searched by most of webmasters

Cons,
Lots of Spam
Useless comments

And spammer getting smarter is it hard to find which one is spam and which one in not, some may ask question and answer them self,
Give a comment full of praise only which mean nothing to post,
and here is latest i have found " Can i quote some lines from your blog in my website ?" this will really get lots of author.

For forums it is best to have do follow because most of the users came into forums for getting links.

no follow are best for blogs which eliminate the spammers.
