Sometimes I can not reach PH forum... Why is that ? I can see server is up, but I get text only web site without CSS and images

Try http://postershost.info and http://www.postershost.info options if you have problems accessing the forum. That seems like a DNS issue I also have

Try clearing your DNS cache, and using www.postershost.info or the link without www if you are using it
